I haven't had a close look at any BASE risers other than those attached to a couple of Gargoyles. Is it common practice for them to be stiffened where the brake toggle goes in to its elastic keeper?

Because the riser material is doubled over in construction where the links attach, and the amount of stitching there for strength, that part of the riser is stiff. All risers are like that, and it is good for them to be stiff right there rather than flimsy.
