If you have the necessary experience, I'd say your best bet is to head out to Perris and find one of the dozen jumpers who skydive there.
Conversely, you could just contact Basic Research (http://www.basicresearch.com/ or (909) 940-1324), and ask them what you ought to do next in your quest to BASE jump. They ought to be able to ask questions about your experience, and point you in the right direction.
