Uhhmm, let's see. Perhaps there have been few cases of line overs using the TG (Tail Gate), but what does that mean?
Are you you sure that in those "line over with TG" cases the jumper:
1) packed the parachute correctly?
2) the TG was properly set?
3) the rubber band was good (and not nearly broken)?
4) other?
In my opinion, even if with a properly set and maintained TG is impossible to have a line over, the routing of control lines OUTSIDE the keeper rings in the risers is MANDATORY because sometimes we do not pack as we are used to ("easy object" and lots of jumps to be done... ...can you see the scenery?), sometimes we are still using on TG a rubber band that is about to break ("...yes, I am going to change it next time...", can you see this scenery?), sometimes we close the TG very fast ("...hurry up, we are going to jump...", can you see also this scenery?), sometimes we lost our TG and we DO NOT have a spare one, so we simply put a rubber band instead of a TG (can you see also this scenery?).
So, in the end, yes, a properly maintained and used TG (together with a good parachute packing) makes a line over impossible to happen, but we are NOT ALWAYS jumping and packing in those perfect conditions, so, in those few cases when the overall set up of our BASE jump is sub-perfect, sh|t can still hit the fan, and so, why not to keep another getaway plan and discard the toggles off just in case sh|t hits the fan/line over happens?
I am wondering what other jumpers's opinions are on the matter.

Was this the self-clearing line-over that I believe I saw on BPS's camera? I'm not implying there might a relation between having a tailgate and improving the odds of a line-over clearing itself, but I've never heard of a line-over on a tailgated packjob that actually required throwing away a steering-line.I have video of a slider down tailgated line over.
Do you know of any such occurence?

The lineover didn't require throwing the toggle, but if it was jumped off the 300' B like planned, it would have really sucked...
There would have to be a better reason than keeping the toggles from blowing off, or keeping my hands warm on "long" canopy flights. I would guarantee that if you had a slider-down lineover, you would really, really, really hope that you had the option of throwing the toggle...
