What's the proper configuration for a round for a 5-6 second delay? Rubberband on or off? 45's or not?

It's those later seconds that really count. Timing then is critical. Hopefully you can make a few jumps, so you can work your way down. The rubberband on the apex tends to stop the snivel, so removing the rubberband will add the snivel. How long it snivels for depends on a couple things.
45's slow the opening down a bit, and adds to the snivel.
Double 45's slow even more, but that's more like for terminal jumping.
Using the diaper adds to deployment time.
Really you don't need to use the diaper unless you are absolutely going to terminal, with lots of altitude to spare, like maybe Kerag or like that.
Different rounds do different stuff, so it depends on the parachute.
I would pack my fantom like so:
Rubberband the apex, 45's on the skirt.
From 1000' I would use the 38", and do a shy 6.
See what happens, how high is the parachute open.
I don't like the snivel.
Sniveling parachute is somewhat unpredictable.
So after that, if I could jump again, and wanted to go lower, I will pack just the same as above, just do a longer delay, like maybe now a FAT 6.
Then probably I'll be freaking enough to have good fun!
