If this helps ya, there is maybe someone down south, way down. But that's just what I was told once from a well traveled jumper.
But then again, there may be jumpers all over LA, but just choose to remain unknown. We do that sometimes. In which case, jump carefully.
I do remember seeing an ad in the classified forum over on DZ.com, someone from LA was selling a BASE rig. You may try to research that.
If there's a DZ in Louisiana, you may try to contact someone there to see if there's any BASE jumpers around. I ventured into LA once and asked for contacts, but got the same response as you. I live in a neighboring state.
If it's jumpable, jump it.
