World wide, BASE is already strictly regulated by laws that can NOT be changed. Ideally these are the only laws that EVER need be applied. In many European nations they work just fine and are all that is necessary.

They are the laws of physics. They are the only "perfect rules" that can ever exist in our universe. They are the same laws that make the leaves get brighter when you go low.

Ours is a great country though. I was just talking to my lawer about it for $350 per hour.
