There is a statue just like what you described in front of a bank in Salt Lake City. It has been there at least since I was a teenager. I finally took some pictures of it years ago. I was very fond of that statue…very cool that you mentioned it.
I've seen that before too. It is by Gary Price and very cool.
Weird factoid: Gary Lee Price was born in Twin Falls.
I did a cursory search of the site, and while there are several sculptures in Utah, I can't find the one you're talking about. There's one in, I think it's Park City, called "Wings" and it even sits in front of a bank, but it doesn't look like a wingsuit to me.
